摘 要
臺鐵現有客、貨車之三、四級檢修原利用臨港線進出高雄機廠，惟目前高雄市區鐵路地下化，臨港 線斷軌，列車無法進廠檢修，故須遷建。
為建構臺鐵長遠適所之鐵路車輛檢修基地，高雄機廠遷廠之廠址評選，依環境敏感等條件，選擇對 環境影響較小最適之基地，經評選以潮州廠址最佳，其可使鐵路檢修基地廠段合一，減少用地面積及避 免進廠支線切割農地。
經環境生態調查發現基地外東側有二級保育類領角鴞及三級保育類燕鴴，故新機廠基地將依環評承 諾營造棲地環境。
另為使觀光、文化與鐵道經濟串連，提升鐵道觀光旅遊產值，交通部提出「2022 年鐵道觀光旅遊 年」，臺鐵場站配合進行美學升級，潮州新機廠亦將朝觀光機廠發展，形塑鐵道教育園區及鐵道車輛文 物保存基地。

Abstract
Environmental sustainability & Development of tourism
Taiwan's existing passenger and freight trains of the third and fourth levels were originally used to enter and exit the Kaohsiung Railway Workshop on the Lingang Line. However, the current Kaohsiung urban railway is underground and the Lingang Line is broken. The train cannot enter the Railway Workshop for maintenance, so it must be relocated and rebuilt.
In order to build a railway vehicle maintenance base for the suitable long-term station of the Taiwan Railway, the site selection of the Kaohsiung Railway Workshop's relocation plant is based on environmental sensitivity and other conditions and chose the most suitable base which causes the least environmental impact. The best site in Chaozhou was selected after evaluation , which can enable all levels of railway maintenance. The base and factory are united to reduce the land area and avoid cutting the agricultural land when entering the Railway Workshop.
The environmental and ecological survey found that there are second-level conservation horned owls and third-level conservation Eastern Collared Pratincoles on the east side of the depot, so the new Railway Workshop will establish a habitat environment in accordance with the commitments of environmental assessment.
In addition, in order to connect tourism, culture and the railway economy and improve the output value of both railway tourism and general tourism, the Ministry of Communications proposed the "Year of Railway Tourism in 2022 ". Taiwan Railway Station will carry out aesthetic upgrading, Furthermore , the Chaozhou New Railway Workshop will also be oriented to develop a tourism depot , shape the railway educational park and the railway vehicle cultural relics preservation base.
