摘要
交通部2020 年八大施政目標，其中在「促進運輸產業發展」施政目標中，成立「鐵道技術研究及驗 證中心」為重點行動方案，為達成推動人本、綠色、安全、智慧及國產化的軌道產業，台灣世曦工程顧 問公司於計畫開始，即朝生態綠環 Green circle的概念規劃設計，鐵道中心基地不同於過去以工業機能為 主的廠區，鑲嵌在綠意環境當中，以圍繞基地既有的帶狀樹林為基本架構，融入平原上的生態族群。計 畫結合工業技術研究院檢定、檢測儀器設備採購評估，配合研發設備廠房之配置，擴展其共用性與通用 性之零組件檢測需求，將建構國人自主性研發軌道設計產品檢測平台，提供國內具有公信力之軌道產品 驗證，強化營運單位及供應商完整軌道產業鏈，成為提供新樣式軌道產品開發及具有公信力機構之產品 驗證機構。

Abstract
The eight major governance goals of the Ministry of Transportation and Communications in 2020, of which the establishment of the "Railway Technology Research and Verification Center" is the key action plan in the "Promoting the Development of the Transportation Industry", in order to achieve the promotion of humanism, green, safety, wisdom and localization for the rail industry, CECI Engineering Consultants, Inc., Taiwan started its plan, that is, the concept planning and design towards the green circle of the ecological green ring, which is embedded in the natural green factory area. Railway Technology Research and Verification Center is different from the factory with industrial functions in the past. In the green environment, the banded forest surrounding the base is used as the basic structure, and it is integrated into the ecological community on the plain. Combined with Railway Technology Research and Verification Center, procurement and evaluation of testing instruments and equipment, and the deployment of R & D equipment plants, expanding its common and versatile component testing needs, we will build a national independent research and development track design product testing platform to provide domestic credibility. Rail product verification strengthens the complete rail industry chain of operating units and suppliers, and becomes a product verification agency that provides new style rail product development and has a credible organization.
