摘要
臺鐵縱貫線帶動沿線城市發展,但隨之而來的鐵路兩側都市發展及土地阻隔導致鐵路難以與都市共 存共榮,近年來已有多個縣市路段逐步推動鐵路立體化工程,雖可改善平交道問題及提升都市土地利用 價值外,用地取得困難、施工期長、高投資成本與營運效益有限下,應尋找除鐵路高架化或地下化外之 其他替代方案。本文將就我國鐵路立體化發展現況、效益與課題,國外主要車站案例研析國內外鐵路與 城市發展趨勢,並以新竹大車站計畫為例,提出我國鐵路可融合城市生活、交通與休閒的跨站大平台車 站案例,作為我國其他城市車站鐵路立體化之參考。

Abstract
The Western Trunk line of the Taiwan Railways Administration has played a crucial role in the development of cities along its route. At the same time, it has become the cause of an imbalance in terms of the urban growth and land use on the two sides of the railway line.
In this context, in recent years a number of cities through which the line passes have initiated railway elevation/ underground relocation projects, hoping to address the issues in the coexistence of the railway with the city and reduce the numbers of level-crossing accidents. These projects, however, have met with various challenges with regard to land expropriation, long construction periods, high investment costs and limited operating benefits, forcing the competent authority to start looking for alternative solutions besides railway elevation or its relocation underground.
In this article, we examine Taiwan’s railway elevation/underground relocation projects implementation status, its benefits and challenges, case study of elevation/underground railway projects in major cities around the world, and take the Hsinchu Cross-Track Elevated Pedestrian Deck Project as an example of a low cost railway grade separation effort that allows the railway to more efficiently coexist with the city.
